Henderson County, North Carolina, is expanding its judicial complex.
To keep pace with a growing population, Henderson County officials partnered with Haskell to expand and renovate their local courthouse and detention center. Between their circa 1905 courthouse and a smaller building from 1995, existing infrastructure has been limited. This expansion project will be the county’s most expensive capital project to date.
The 325,500-square-foot, $150 million judicial complex will be completed alongside joint-venture (JV) partner Cooper Construction. Together, the team will rehabilitate, renovate and expand the county’s existing courthouse and detention center. The current parking lot will also be expanded to accommodate both the public and officers of the court. Fentress Architects designed the facility, which Haskell will complete construction in two phases by 2028.
The project team is navigating complexities in an active civic hub.
Haskell is effectively delivering two projects in one, stressing strict scheduling and logistical control while working on two active government facilities simultaneously. Operating in a dense downtown area introduces similar concerns. In response, Haskell’s senior project manager will serve as a single point of contact to coordinate with the JV partner, subcontractors, county staff, law enforcement and the public at every stage. This transparent communication, alongside disciplined phasing and advanced construction technology, will enable the efficient project management of so many complex moving parts.

A modernized courthouse and detention center means safer, more efficient public services that grow with Henderson’s community. By combining Haskell’s large-scale government project expertise with Cooper Construction’s deep roots in the area, the expanded judicial complex will make a lasting contribution to Hendersonville’s civic life.
