Federal Design-Build

We excel at creating complex mission-critical facilities.

The funding, contracting, scheduling and security expectations of military facility work are justifiably complex. These structures train, house, support and educate the protective forces of an entire nation. With nearly a half-century of in-house integrated design-build expertise, Haskell has successfully delivered many highly specialized, mission-critical and support facilities.

Our teams deliver without affecting operations or compromising security.

With an extensive range of integrated design and construction capabilities, Haskell can nimbly manage multiple assignments without affecting ongoing operations or compromising security. Our experience also extends to managing the design and construction of projects in strict accordance with federal criteria, sustainable initiatives and anti-terrorism/force-protection requirements. From vision to completion, Haskell leaves no part of an assignment to chance.

SCIFs

Haskell’s vision to “Create Things That Matter” takes shape when delivering ICD-705 compliant Sensitive Compartmented Information Facilities (SCIFs) that support national security. We have designed and/or constructed more than 25 SCIFs. Haskell understands SCIF requirements and can provide an accreditation-ready facility to serve our clients’ sensitive missions.

Perfecting Renovation

Haskell has extensive renovation experience across diverse facility types, including manufacturing, education, military, infrastructure, healthcare, hospitality, and air and maritime terminals. We understand the unique demands of each environment, delivering high-quality upgrades that meet strict safety, security, and regulatory standards. By focusing on client goals and thoughtful design, we ensure every renovation improves functionality, sustainability, and long-term value.

Improving Quality of Life

Haskell’s goal is to enhance the quality of life for our military personnel and their families by providing facilities to better the community, such as clubhouses, sports courts and fields, indoor and outdoor recreational areas, exchanges, fueling stations, golf course and maintenance services, marinas, swimming pools, youth and community centers, recreational vehicle parks, playgrounds, kitchens and recreational lodging and cabins. Elements of quality of life are included in all projects we design and construct to provide facilities that meet the expectations, quality and excellence these men and women and their families deserve.

Alternative Construction Methods

Haskell explores and evaluates alternative construction methods for every project that save cost, reduce construction time and emphasize sustainability, while still complying with contract performance requirements and maintaining the best value for the client. Key alternative construction methods include pre-engineered metal buildings (PEMB), modular components, modular buildings, tilt-up concrete, offsite prefabrication, fiber reinforced panel buildings and precast concrete.

Nonappropriated Funds

Haskell has successfully executed numerous renovation and construction projects funded through Nonappropriated Funds (NAFs) for various federal agencies. These NAF contracts have included recreational, lodging, dining and retail facilities that support the quality-of-life services provided to military personnel and their families. Our team understands the unique requirements and procurement processes associated with NAF projects and is experienced in delivering cost-effective, high-quality results, while minimizing disruptions to ongoing facility operations.

Other Transactional Authority (OTA)

Haskell is setting the standard for innovative solutions to support government projects under Other Transactional Authority (OTA) contracts, with our strong understanding of the legal and operational frameworks that guide these agreements. We’re a trusted partner for federal agencies seeking to develop projects outside traditional procurement avenues. Our flexible, collaborative approach makes us well-suited for complex, fast-moving projects where innovation and mission alignment are critical.

Disaster Response

Haskell helps the United States Coast Guard and other Federal Agencies accomplish critical goals when working to rebuild areas damaged by hurricanes and other natural disasters. Our final projects better support mission readiness for safety, regulatory and law enforcement functions. We enhance base-wide infrastructure and build with resiliency in mind, so facilities can withstand severe weather events for decades, reducing potential reconstruction or repair costs.
