The United States Government is the single largest procurer of goods and services in the world, and Haskell has a long history of delivering facilities that help keep our nation safe and operating smoothly. We provide services to all branches of the Department of Defense, including the Naval Facilities Engineering Command (NAVFAC), United States Army Corps of Engineers (USACE), United States Army Installation Management Command (IMCOM) and the National Guard Bureau (NGB). Other federal agency clients include the Department of Homeland Security (DHS), the United States Coast Guard (USCG), National Parks Service (NPS), Federal Aviation Administration (FAA), General Services Administration (GSA), as well as multiple state and city government entities across the country.

Draft Environmental Assessment — Rebuild U.S. Coast Guard Station South Padre Island, South Padre Island, Cameron County, Texas
The United States Coast Guard (USCG) proposes to construct new, modernized infrastructure at Coast Guard Station South Padre Island, located at 1 Wallace L. Reed Road, South Padre Island, Cameron County, Texas. The USCG has prepared a Draft Environmental Assessment (EA) pursuant to the National Environmental Policy Act (NEPA) to evaluate the potential environmental effects of the Proposed Action, including alternatives and cumulative effects. The U.S. Army Corps of Engineers Galveston District is a cooperating agency and will issue a concurrent public notice for the associated Section 404/Section 10 individual permit application (Permit No. SWG-2025-00641).
This is to give notice that the Coast Guard has determined that the Proposed Action is located in a floodplain and wetland. The Coast Guard is in the process of evaluating practicable alternatives and the potential impacts on the floodplain and wetland from the proposed action, as required by Executive Order 11988 and Executive Order 11990. The proposed rebuild of Coast Guard Station South Padre Island occurs in approximately 9 acres within Zone AE (100-year floodplain) and 1.5 acres within Zone VE (Coastal High Hazard Area). The project will permanently impact 0.036 acres of estuarine wetland.
A full detailed description of the Proposed Action and the full purpose of and need for the Proposed Action is available in the Draft EA. Commenters are encouraged to offer practicable alternatives or alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain and wetland.
Written comments on the Draft EA must be received no later than August 1, 2026, and should be submitted to SMB-StaSouthPadre-EA@uscg.mil. Comments on the USACE public notice should be submitted directly to the USACE Galveston District Regulatory Office per the instructions in that notice.
