Vice President & Division Leader – Government Design

Background & Experience

Tomra serves as Division Leader for Government Design, where she bridges business development, client engagement, and technical delivery to advance the firm’s federal practice. Combining technical proficiency with strategic insight, she provides executive-level guidance to develop her team, strengthen client relationships, and deliver successful project outcomes across the government portfolio.

A licensed architect and certified sustainable design professional with more than 30 years of experience, Tomra has devoted her career to planning and facility design for government and defense clients. Since joining Benham in 2000, she has progressed from project architect to project and program manager—leading complex capital improvement programs throughout the United States and overseas—before serving as Operations Director and, now, Vice President and Market Leader.

Tomra finds government design both fascinating and vital, requiring flexible, mission-driven teams that can deliver innovative solutions for diverse agencies and rapidly evolving missions. Her portfolio includes projects for the U.S. Army, Air Force, Navy, Marine Corps, Space Force, Coast Guard, National Guard, and Reserves, as well as the Department of Homeland Security, Department of Veterans Affairs, Federal Aviation Administration, Department of State, Federal Bureau of Investigation, and the General Services Administration.

As a military spouse, Tomra’s passion lies in creating facilities that not only meet operational requirements but also inspire the people who serve within them. She leads with a focus on collaboration, responsiveness, and technical excellence, continuously improving delivery processes and fostering bold ideas that advance the missions of government clients worldwide.

Her focus remains on helping agencies navigate evolving challenges, embrace innovation, and deliver impactful outcomes that strengthen the communities and missions they support.
