To address critical pedestrian and cyclist safety challenges, the Jacksonville Transportation Authority (JTA) partnered with Haskell to develop its Safe Spaces / Vision Zero Safety Action Plan. The initiative focuses on improving last‑mile access near transit assets and advancing a data‑driven approach to eliminating roadway fatalities and serious injuries.
We are addressing one of the nation’s most challenging pedestrian‑safety environments through unified, multimodal planning.
Jacksonville ranks among the most dangerous metro areas for pedestrians, with seven Florida cities on Smart Growth America’s Dangerous by Design list. JTA required a comprehensive plan that could unite city agencies, leverage multimodal design strengths, and respond to growing safety concerns near transit corridors.
The result is an actionable, data‑driven safety plan built on crash analysis, community partnership and broad collaboration.
Haskell supported JTA by developing an actionable, metrics‑based Safety Action Plan grounded in crash analysis, community engagement, and collaborative leadership. The plan outlines targeted strategies related to system design, behavior change, and cross‑agency partnerships. It also reinforces Florida’s statewide Target Zero initiative by integrating educational outreach and emphasizing safer access to JTA’s regional transit network.
JTA is set to drive meaningful multimodal safety outcomes through data‑backed strategies and coordinated community investment.
The Safe Spaces Action Plan positions JTA to implement impactful safety improvements across its multimodal system. By combining data analytics, community input, and coordinated investment strategies, JTA is creating safer travel conditions for pedestrians, cyclists, and transit riders—strengthening mobility, equity, and public confidence throughout Jacksonville.
