Planning + Design Collaborative Brings Clients’ Experiences to Life

Haskell’s Planning + Design Collaborative (P+DC) partners with municipalities and organizations across the Southeast to create connected, resilient and people-centered spaces.

Each project, whether a community hub or a green mobility corridor, emphasizes equity, sustainability and quality of life. The Collaborative brings an holistic approach that prioritizes engagement with stakeholders and creates solutions that result in the experiences they seek.

“It’s about connecting people, places and ideas,” P+DC Director Fred Jones said. “We commit to an empathetic approach in our work because we know it directly impacts the communities that use these spaces. That means we actively engage clients, stakeholders and any groups that should have a say in the project's efficacy.”

Here are four projects that highlight the P+DC’s holistic approach to planning and the impact it brings. 

Tampa Multimodal Network and Safety Improvements

Tampa Multimodal Network and Safety Improvements

In Tampa, the P+DC is delivering the city’s transportation equity and safety goals by designing critical segments of a 12.2-mile multimodal corridor. This initiative expands on the Tampa Riverwalk and reimagines urban mobility with new pedestrian and bicycle infrastructure, particularly in underserved areas.

The project incorporates Complete Streets policy, which ensures that roadways are planned, designed and built for safe and accessible transportation options for all users, and incorporates green infrastructure such as living shorelines and stormwater mitigation. By increasing connectivity to jobs, services and transit, the design supports climate resilience and everyday livability in one of Florida’s fastest-growing cities.

Guided by the Town of Orange Park’s Vision 2040 Plan, the Collaborative developed a new Town Center Master Plan, transforming community aspirations into a strategic framework for place-based revitalization. The plan centers on a new Town Square designed to serve as a daily common and a backdrop for civic events.

It reflects local identity while enhancing connectivity and neighborhood vitality through inclusive public engagement and thoughtful urban design. Establishing a resilient and inviting heart for the town fosters a sense of belonging and long-term sustainability.

Okefenokee Swamp Park Master Plan

Okefenokee Swamp Park Master Plan

In partnership with Breedlove Land Planning, the Collaborative helped chart a bold future for the Okefenokee Swamp Park, an ecotourism and conservation cornerstone at the northern edge of the Okefenokee National Wildlife Refuge.

The project aimed to advance the park’s goal of becoming the United States’ 26th United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Site and support the broader "Okefenokee Experience," which spans three counties.

Haskell’s scope included a facility Master Plan and conceptual design for a new Nature Center, enhancing the park’s role as a dynamic educational and ecological destination while honoring its legacy as a steward of one of the Southeast’s most treasured landscapes.

JTA Creating Safe Spaces Vision Zero Action Plan

JTA Creating Safe Spaces Vision Zero Action Plan

In a city ranked among the nation’s most dangerous for pedestrians, the Jacksonville Transportation Authority (JTA) is taking action. Since 2014, JTA has prioritized Complete Streets and last-mile safety as part of a broader effort to modernize its multimodal transit network. In partnership with the City of Jacksonville and the Florida Department of Transportation, the JTA is developing strategies to protect all road users, particularly pedestrians and cyclists.

The Collaborative is leading the development of JTA’s Vision Zero Safety Action Plan, a data-driven, community-informed roadmap for eliminating traffic-related fatalities near JTA assets. Aligned with Florida’s Target Zero and Strategic Highway Safety Plan, the initiative blends crash analysis, behavior-change campaigns and inclusive design principles to create safer streets across the region.
