The Town of Orange Park engaged Haskell to develop a long-range Strategic Vision Plan to guide community growth and development over the next 20 years. Aligning with the Town’s Comprehensive Plan horizon year of 2040, the plan provides a framework for policy decisions, investment priorities and community identity as the town continues to evolve.

Orange Park needed a unified roadmap that clearly articulated long-term goals, measurable benchmarks, and guidance for day-to-day decision-making. With growth pressures, aging infrastructure, and evolving community expectations, Town leadership looked for a forward-thinking vision that would balance small-town character with economic vitality.

Haskell facilitated a comprehensive planning process that included stakeholder workshops, scenario visioning, and multimodal transportation analysis. The resulting Strategic Vision Plan identifies opportunity zones, mobility enhancements, targeted redevelopment areas and illustrations that capture the desired future state. The plan is structured to be actionable, measurable and adaptable across legislative cycles.
