Haskell Secures a Place in U.S. Navy and U.S. Coast Guard IDIQs

The awards were based in large part on Haskell's performance on past federal work. They allow access to $3 billion in projects that could stretch to 2033.

Haskell has been chosen to participate in two indefinite delivery/indefinite quantity (IDIQ) multiple-award construction contracts, one by the U.S. Navy worth a combined $1 billion and the other by the U.S. Coast Guard valued at $4 billion.

The Navy IDIQ includes a total of eight companies. The work will consist of construction, renovation, demolition and other projects in the Naval Facilities Engineering Systems Command (NAVFAC) Northwest area of operations, primarily in the state of Washington. Officials will award task orders on a firm-fixed-price basis. The base award period is September 2023 to September 2026, with an option to extend to September 2031.

The Coast Guard contract comprises 10 contractors and will include new construction, renovation, demolition and other projects to support USCG ships, aircraft, and community needs. Officials will award task orders on a firm-fixed-price basis. The base award period is September 2023 to September 2024, with an option to extend to September 2033.

“These are significant awards, and we’re pleased,” Haskell Federal Market Leader Matt Ferguson said. “Federal IDIQ programs are an important part of our planning, as they provide access to billions of dollars of projects that we would otherwise have no access to pursue.”

A two-phase selection process was used for each award. In both cases, the field was winnowed through a Phase 1 competition that compared the applicants’ qualifications based on previous federal work. Haskell rated among the highest in both.

Phase 2 of the Navy selection process was a lowest-price technically acceptable (LPTA) competition, while the Coast Guard based its final decision on a “best value determination.”

Among the information used in the qualification stage were ratings from the government’s Contractor Performance Assessment Reporting System (CPARS), where Haskell has received outstanding reviews of its work and the client experience on previous projects, such as on the award-winning P-918 Special Operations Forces Close Quarters Combat facility.

“Recently, we’ve had three Marine Marts, the P-918 Special Operations Close Combat facility, the Fort Macon Coast Guard base and Naval Air Station Jacksonville Hangar 101, all absolutely fantastic projects,” Ferguson said. “We get past Phase 1 because we have excellent CPARS, high-performing projects and project teams.”

As a member of the multiple-award IDIQs, Haskell and the other participant contractors form the field of contractors able to perform services under agreed-upon terms and conditions. As projects arise, NAVFAC and the USCG Facilities Design and Construction Center (FDCC), respectively will ask the participants to bid against one another for the work.

Haskell was the only Florida company chosen in either group. For the Navy’s program, the others are from Washington, Oregon, Virginia and Utah.

Request for Proposal (RFP) documents say work under the Navy contract is expected at four Naval stations in Washington: Naval Base Kitsap Bangor, Naval Base Kitsap Bremerton, Naval Air Station Whidbey Island and Naval Station Everett. The IDIQ comprises design-build and design-bid-build projects and may include industrial facilities, recreation centers, retail complexes, warehouses, commercial buildings, manufacturing plants, etc.

The other companies in the Coast Guard IDIQ are from Alabama, California, Illinois, Maine, Maryland, Massachusetts, and Virginia. Those projects will also use design-build and design-bid-build delivery and may include ship and aircraft support facilities, recreation centers, warehouses, commercial buildings, etc.
