The Riverbend Water Resources District is replacing infrastructure that has served Northeast Texas since 1968.
The Riverbend Water Resources District (RWRD) Water System Improvements Program (WSIP) is a transformational regional infrastructure program designed to replace aging water facilities that have served Northeast Texas since 1968 and provide a reliable, sustainable water supply for future generations. Haskell serves as the project’s Construction Manager at Risk (CMAR), leading preconstruction and construction collaboration across one of the largest water infrastructure investments currently underway in the region.
When complete, the new regional water system will serve approximately 75,000 residents and businesses across Northeast Texas communities, while also supporting continued industrial growth at the TexAmericas Industrial Park.
The program spans 11.2 miles of transmission infrastructure and nine separate scopes of work.
The program creates an entirely new water supply and treatment system that extends from Lake Wright Patman to the region’s distribution network. Spanning more than 11 miles of transmission infrastructure, the project integrates multiple major facilities into a single coordinated program.
Major components include a new raw water intake, dredged channel, intake tunnel, pump station and approximately eight miles of raw water transmission pipeline. The program also includes a 30-million-gallons-per-day (MGD) expandable water treatment plant, operations and maintenance facilities, equalization ponds, finished water storage and approximately 3.5 miles of potable water transmission main.
The system has been engineered for future growth. Key conveyance infrastructure, including the raw water intake and transmission facilities, is sized to support substantially higher long-term flow demands while maintaining operational efficiency during initial operating conditions.
This complex Infrastructure undertaking and the project’s scope require a multi-disciplinary team.
The Riverbend WSIP is a highly complex regional program involving multiple engineers of record, regulatory agencies, funding partners and participating communities. Engineering responsibilities are distributed among several firms, including separate design teams for the water treatment plant (Garver), raw water conveyance infrastructure (Black & Veatch) and potable water transmission main (LAN). Additionally, the owner has engaged a dedicated program manager (Pape-Dawson) to oversee overall program execution.
As CMAR, Haskell provides a single point of accountability.
As CMAR, Haskell serves as the central point of coordination across all stakeholders, helping align design decisions, construction sequencing, procurement strategies and budget objectives throughout project development. Early constructability reviews, phased estimating and value engineering initiatives are helping the project team maintain cost certainty while advancing a technically demanding program.
Riverbend improves reliable water access to members and clients in Northeast Texas.
The completed system will significantly improve water supply reliability for member communities while providing additional capacity to support future municipal and industrial development throughout Northeast Texas. The investment will also strengthen service to major regional economic drivers, including the TexAmericas Center and Red River Army Depot.
