Background & Experience
Richard Gomez leads the development and delivery of complex water and wastewater infrastructure projects across Texas and the Central United States. He works losely with clients to develop integrated solutions that improve critical water systems while advancing project certainty, operational performance and long-term value.
Richard brings extensive experience in project leadership, business development and strategic planning across the design and construction industry. He specializes in collaborative delivery, including construction manager at-risk (CMAR), progressive design-build, fixed-price design-build and integrated project delivery, guiding owners through preconstruction and guaranteed maximum price (GMP) development so cost and schedule certainty are established before construction begins.
In addition to leading project execution, Richard plays a key role in developing client relationships and expanding Haskell’s presence in the water market. He serves on the board of the Texas Water Infrastructure Network (TXWIN), collaborating with industry leaders to support Texas’ long-term priorities for water supply, funding and resiliency.
Education
Richard holds a Bachelor of Science in Mechanical Engineering from California State University, Chico, a Master of Science in Construction Management from Louisiana State University and an Executive MBA from Northwestern University – Kellogg School of Management.
Professional Affiliations
Richard is a licensed Professional Engineer (PE), a Class A General Engineering Contractor in multiple states, a certified Project Management Professional (PMP) and a Certified Construction Manager (CCM) through the Construction Management Association of America (CMAA). He also holds a Design-Build Institute of America (DBIA) certification.
