Revitalization in the heart of Downtown Jacksonville.
Haskell partnered with the City of Jacksonville to deliver upgrades to its riverfront plaza upward of $87 million. This waterfront infrastructure is vital to the City’s continuing downtown and riverside revitalization efforts.
The project was split into two phases; the first focused on replacing and upgrading the river’s northern bulkhead. When the existing system began to threaten the integrity of the riverfront corridor, Haskell was engaged to stabilize the waterfront and protect adjacent development and public amenities. This foundational work addressed immediate structural risks and secured the site for long-term use and redevelopment.
With the shoreline stabilized, Haskell advanced the second phase of the project, transforming thousands of square feet into a dynamic urban riverfront park. The design includes a 5,500 SF cafe building, a large event lawn with an integrated audio-visual system for concerts and festivals, new walkways and a destination playground with climbing features and an interactive, slip-resistant splash pad. Together, the improvements create a connected civic space that supports recreation and events.

To address the bulkhead, Haskell constructed an 800+ foot sheet-pile bulkhead with a concrete cap, engineered for long-term shoreline stabilization and durability. The new cap is strategically elevated to improve flood resiliency, and an engineered cable tie-back system was installed to ensure structural stability against the dynamic forces of the river. Additional improvements included stainless steel guardrails for safety, integrated hardscape and landscape features and seamless connections to the riverwalk and adjacent parks.
Haskell transformed the Riverfront Plaza into a more connected, resilient and community-centered public destination. Designed to increase usability and year-round activation, the project enhanced the pedestrian experience through integrated gathering spaces, recreational amenities and improved circulation throughout. Haskell also incorporated sustainable infrastructure and resilient landscape solutions, including stormwater management features and enhanced connectivity to the Main Street Bridge, creating a more accessible and environmentally responsive space.
