Aspen Water Treatment Facility Improvements

Aspen, Colorado

A CMAR approach helped modernize a plant that hadn’t been updated in four decades.

Aspen’s Castle Creek Water Treatment Plant (WTP), built in 1965, has not been significantly updated since its expansion in 1985. Outdated unit processes and hydraulic structures have kept the facility from performing at its full 26 million gallons per day (MGD) capacity. As Construction Manager At-Risk (CMAR), Haskell provided the constructability reviews and budgeting key to modernizing this facility.

Phased construction manages the client’s budget and keeps project goals aligned.

Before work began, Haskell’s project team aligned with the City of Aspen’s goals for resilience, safety, budget management and modernized design. Hosting workshops with the City prioritized critical improvements and promoted a safer, more operable environment.

During the first phase of improvements, Haskell is rebuilding the City’s West Filter Plant to include new process equipment, media filtration improvements and upgrades to the SCADA system. The new WTP structure will include modernized filtration systems, flocculation, high-rate sedimentation plate settlers, backwash capabilities and a new chemical feed, handling and storage facilities. By phasing the improvements, Haskell is keeping the City’s funding flexible.

3D scanning revealed existing conditions before construction.

Incomplete facility drawings made it difficult to define the planned upgrades and identify potential constraints. Haskell combined 3D scanning with potholing and field verification to create an updated model reflecting existing plant conditions. The project team used the model to develop detailed work packages, coordinate the upgrades and establish a clearer basis for planning.
