Standardizing Procurement, Sourcing for Seamless Project Execution

Responding to rapid and continuing growth as a company and the increasing scale and complexity of the projects it designs and builds, Haskell reorganized from standalone operating groups to an Enterprise Project Delivery Model (EPDM) at the beginning of 2023.

Disciplines and tasks that previously were executed within the groups were united to standardize operations and ensure consistent application to projects across all markets.

A unified Preconstruction team has worked to standardize policies and procedures. As part of that, the Procurement and Sourcing group has created consistent, companywide processes, from document templates to organizational tools to vendor, subcontractor and original equipment manufacturer (OEM) relationships.

“The procurement team is a new concept for Haskell. Procurement has always been a part of what Haskell does, but our goal now as a department is to standardize and streamline the processes across departments,” said Jonathan Miles, Director of Procurement and Sourcing.

Miles’s work to improve procurement and sourcing processes includes making access to information on subcontractors and vendors more organized and user-friendly. Introducing standardized platforms and designing prequalification processes across departments that align with industry standards helps create a uniform service accessible to Haskell team members and outside partners alike.

“Our goal is to establish standard processes and templates so that regardless of which market someone goes to, they have the same fundamental toolsets,” Miles said. “Understanding what to use and how to use it, no matter what department they’re working with, makes life simpler and easier, allowing our team members to focus on the specifics of their projects.

“We (Haskell) believe in a total-value approach that takes into consideration how scope, schedule, cost, safety, quality and client needs are interrelated.

Miles’s team also has worked to develop and strengthen Haskell’s partnerships with subtractors and vendors.

“At the end of the day, while we at Haskell self-perform some of our work, the vast majority of our work is contracted, and we rely heavily on our subcontractor and vendor partners,” he said. “We want to emphasize that and how we treat the subcontractors and vendors as extensions of the Haskell family.”

In this role, it has longstanding relationships with many OEMs. Procurement and Sourcing is working with these vendors to establish a partnership program to streamline the creation and signing of contracts. This requires setting up clear paths of communication lines and agreement on terms and intentions, speeding up the contract process and ensuring that all parties are on the same page and can make a well-informed decision.

Further, Procurement and Sourcing’s commitment to improving data organization and efficiency also extends to tracking lead times. Post-pandemic supply chain obstacles and long lead times for equipment and materials often have threatened delays commissioning delays.

Miles and his team have mitigated this by proactively tracking lead time trends. Procurement and Sourcing has developed a database combining project-specific information and industry-wide data points that enables Haskell to provide defined information with real-time updates, keeping the customers and project planners up-to-date.

Strategic data networks and firm relationships with subcontractors and vendors allow Haskell to make choosing the best partner for a construction job seamless. 

“We want to be able to better inform the owner and let them know that we’re looking out for their best interest,” Miles said. “This has made improvements to our communication and efficiency, plus we’re better able to mitigate risk profiles that come along.”
