We’re supporting the Alliance Regional Water Authority as it ensures a long-term water supply for its growing communities.
Alliance Regional Water Authority (ARWA) supplies drinking water to Buda, Kyle, San Marcos and the Canyon Regional Water Authority — communities along the I-35 corridor between Austin and San Antonio that rank among the fastest-growing in the nation.
To stay ahead of that growth, ARWA selected Haskell as its Construction Manager at Risk (CMAR) for the Carrizo System Expansion, a $200 million program funded in part through the Texas Water Development Board’s State Water Implementation Fund for Texas (SWIFT).
The project will double the Carrizo System’s treated water delivery capacity.
The plant’s expansion adds permanent clarification, pretreatment and solids handling to remove naturally occurring iron from groundwater drawn from the Carrizo-Wilcox Aquifer, along with new gravity filters, prestressed concrete storage tanks, chemical feed systems, lagoons, process equipment buildings, yard piping, access roads and site lighting. Across the well field, Haskell is equipping and connecting seven new raw-water well sites and constructing a two-mile raw-water transmission main, with fiber communications linking every well site back to the plant.
In Maxwell, Texas, the program expands the existing booster pump station and adds a 5-million-gallon prestressed concrete ground storage tank to deliver treated water onward to ARWA’s member communities. Haskell is delivering the program alongside engineers of record Kimley-Horn and STV and owner’s advisor Pape-Dawson Engineers, in close coordination with the Guadalupe-Blanco River Authority (GBRA) operations staff to keep the existing plant in service throughout construction.
Haskell will expand the Carrizo Water Treatment Plant (WTP) from its current 19 million gallons per day (MGD) to its full design capacity of 38.19 MGD — doubling the treated water ARWA can deliver to the region.
The complexities of expanding an active water system collide with a highly coordinated scope of work.
The Carrizo WTP is an operating water treatment facility that must continue delivering water uninterrupted every day while its capacity expands around it. Every tie-in to the existing raw-water, clarification, chemical-feed and solids-handling systems must be planned and sequenced around live operations, with critical shutdowns timed during periods of lower demand.
The work also spans two counties and multiple concurrent packages — the treatment plant, the well field, the raw-water pipeline and the booster pump station — each with its own subcontractors, long-lead equipment delivery challenges and utility coordination. Keeping every effort aligned to a single integrated schedule, while meeting the permitting, environmental and funding requirements inherent in large-scale Texas water infrastructure, demands a structured plan from the outset.
Haskell’s CMAR role helps ARWA coordinate a complex, multi-package program.
Haskell joins the project at the 65% design stage, working with ARWA and its engineers on constructability, cost modeling, risk management and procurement planning. That collaboration produced two open-book Guaranteed Maximum Price (GMP) packages — one for the treatment plant and clarification system, the other for the booster pump station and raw-water infrastructure.
With every scope under one contract, Haskell is managing the well field, pipeline, treatment plant and pump station as a single integrated program, so each package supports rather than delays the others, and ARWA has one accountable partner instead of many.
Carrizo is a significant investment in the Central Texas water supply.
When complete, the expanded Carrizo system will provide the region a reliable, drought-resilient groundwater supply built to serve generations of growth. Together with ARWA and our project partners, Haskell is helping deliver the water that will sustain the communities driving Central Texas forward.
