Haskell captured one of three Design-Build Institute of America National Awards of Merit for in the Federal, State, County, Municipal category for its work creating the Wyoming Military Department (WYMD) General Instruction Building (GIB) at Camp Guernsey.
The project included design and construction of three new facilities that span over 110,000 square feet in support of the Wyoming Military Department’s position as a premier Joint Training Center. The GIB has more than 78,000 acres of maneuver area, training ranges, and 64 square miles of air space, providing combined arms training using multiple scenarios over varied terrain for state and federal missions. The project comprises three buildings – the LTG R.L. Esmay Education Center, a 400-person dining facility and a 110-bed, two-story enlisted barracks – and is LEED Certifiable.
A variety of unexpected adversities and owner-driven upgrades occurred during the project. The team worked collaboratively and invested considerable effort to identify alternative design solutions to mitigate over-budgeting issues and the cost escalations associated with a remote site location, the scarcity of regional construction and labor resources, and the cost impacts of unforeseen steel tariffs – all while maintaining SHPO and RFP compliance. The team also worked with the Wyoming State Historic Preservation Office to protect the integrity of the historic district, Camp Guernsey Cantonment Area.
Two of the three awards in the Federal, State, County, Municipal category were won by Haskell, which also received an Award of Merit for the Boynton Beach City Hall and Library in Boynton Beach, Florida. Haskell also received an Award of Merit in the Industrial, Process and/or Research Facilities category for the United Airlines Catering Operations Kitchen in Newark, New Jersey.
The top three entries in each of 10 categories are selected as Award of Merit recipients and automatically nominated for the National Award of Excellence. All awards will be announced at the 2021 Design-Build Conference & Expo, set for November 2 in Denver, Colorado.
