In-House Commissioning Agents Enhance Projects’ Speed, Certainty

Mechanical, Electrical and Plumbing (MEP) Commissioning is a systematic process of ensuring, verifying, and documenting that all building and/or production facility systems perform in accordance with the design intent, contract documents and owner’s project requirements. Commissioning Agents serve as a liaison between the design team, construction team and the client. This allows for a third-party to review the design and installation and perform functional testing of the systems to verify that they meet all necessary requirements.

The Commissioning process typically starts in the design stage and runs through final occupancy and operation of the building or facility. Review of the Owner’s Project Requirements (OPR) and Basis of Design (BOD) documents helps verify that they are clear and constructable.

Commissioning scope includes reviews of installation, readiness for startups and coordination of functional testing of the facility’s various systems. Functional testing is then performed to verify that the systems are installed, completed and operating per the OPR and design intent.

In the past, Haskell has outsourced the Commissioning process. Within the past year, however, it has added two Certified Mechanical, Electrical and Plumbing (MEP) Commissioning Agents. With more than 50 years of combined experience in the industry, these new team members provide valuable knowledge and flexibility by allowing Haskell to perform Commissioning processes in-house.

Matthew Ellison’s expertise includes 15 years of installation and service of HVAC, plumbing, and electrical as well as 13-plus years of Testing Adjusting and Balancing air and water systems. This broad knowledge has been used in commissioning large boilers (both steam and hot water), chillers, air compressors, and cooling water systems for consumer packaged goods (CPG) utility and HVAC usage. Ellison has commissioned HVAC systems in laboratory, hospital, pharmaceutical, aviation, government, educational, production, packaging, office, and residential environments. His certifications include Building Commissioning Professional, BCxP (ASHRAE).

William (Bill) Scholz’s expertise includes 12-plus years in the HVAC industry performing installations, service and design with an additional 15-plus years working for MEP Engineering firms. His duties include lead Certified Commissioning Agent on Commissioning and Retro-Commissioning projects, facility assessments, Project Management, and Construction Administration. Vertical markets range from institutional, high-rise facilities, multi-family, commercial office buildings, retail, educational, military facilities, and health care. He has commissioned numerous projects that have obtained LEED status. His certifications include Certified Building Commissioning Professional, CBCP (AEE).
